Consultant Needed

A consultant is needed to work with DPME to conduct a rapid evaluation on the District Development Model, focusing on the three Municipalities the President has launched for piloting: OR Tambo (Eastern Cape), Ethekwini (Kwa-Zulu Natal), Waterberg (Limpopo). This assignment may require travel to these locations (travel to be covered by DPME). The consultant will be using the rapid evaluations tools developed by DPME and Twende Mbele. These will be made available upon appointment.


  • Professional degrees and post-graduate qualifications in governance, evaluation, planning and development studies or other relevant fields.
  • 10 Years experience in evaluations or similar assignments with a speciality in rapid assessment.
  • Strong strategic and analytical skills.
  • Demonstrated capacity to establish and maintain excellent relationships with key partners, especially in distance working relationships.
  • Knowledge of the national, provincial and local government sphere.
  • Strong interpersonal communication and presentation skills.

We are recruiting an administrator under the overall responsibility and direct supervision of the Twende Mbele Senior Programme Manager. The administrator will provide operational guidance and support to ensure the achievement of project objectives and delivery of programme outputs in multiple countries. The primary duties of the Administrator will include:

  • Support procurement processes for goods and services, including getting quotes, supporting the appointment of service providers, and liaising with Wits enterprise on contracting and purchase orders;
  • Support financial reporting and ensure quality control, such as coding expenses, and participating in planning processes;
  • Provide general administrative support to the Programme, including taking minutes of meetings;

The Centre for Learning on Evaluation and Results – Anglophone Africa (CLEAR-AA), in partnership with Twende Mbele, is embarking on a tracer study to better understand the effects of our work aimed at strengthening evidence use and M&E processes in parliaments over the last three years. The tracer study is specifically looking at the learning gained and the ways in which participants of capacity strengthening initiatives have been able to apply and transfer the learning gained within their specific parliamentary contexts.

We are seeking the services of consultants based in Tanzania, Uganda, Benin, Ghana and Kenya who could assist with data collection largely through direct, face to face interviews with parliamentarians and parliamentary staff (including researchers, content advisors, M&E officers, strategic planning officers). The services are required for a short term consultancy period of approximately 5 to 10 days between August and September 2019. Twende Dans le but de mieux informer les citoyens sur les activités et les résultats de SE, TM a initié un projet dans ses pays partenaires (Afrique du Sud, Bénin, Ghana et l’Ouganda) pour élaborer une stratégie de communication sur le SE au niveau national dans chacun de ces pays. Ce projet aidera les pays partenaires à établir les bases d’une communication efficace sur le SE au niveau national, sur lesquelles ils pourront ensuite développer leurs activités de communication aux plans national et international. Il s’agira d’identifier dans chacun des pays, les audiences (y compris les médias) pour bien informer sur les résultats de SE entrepris par les gouvernements. Les informations seront transmises de différentes manières et par le biais de divers canaux. Les citoyens seront de ce fait, de plus en plus conscients des activités et des résultats du SE dans le pays.

Les présents Termes de Référence (TDR) sont élaborés pour recourir aux services d’un consultant en vue de l’élaboration de la stratégie de communication sur les activités et des résultats du SE au Bénin.

Twende Mbele recherche des candidats qualifiés pour le poste de coordinateur de pays: Bénin. Ce poste est basé à Cotonou et demandera au titulaire de maîtriser l’anglais et le français. Le rôle des coordonnateurs de pays au Bénin est de gérer la coordination, l’administration et les activités techniques du programme dans le pays, dans le cadre du programme Twende Mbele.

Ils travaillent pour Wits Enterprise mais, dans le cadre de leur programme, ils rendent compte au représentant (s) du pays sur le comité de gestion (le responsable pays), en assurant la coordination et le support technique nécessaires à la réalisation des objectifs du projet et à la réalisation des résultats du projet des quatre pays (Bénin) en étroite consultation avec le secrétariat de Twende, les parties prenantes et les partenaires. Ils feront rapport au responsable du programme Twende Mbele aux fins opérationnelles et administratives, et seront responsables de l’exécution des tâches administratives et organisationnelles conformément aux procédures de l’Université du Witwatersrand.

Les candidats doivent avoir au moins 7 ans d’expérience en gestion de projet ou en suivi-évaluation et une maîtrise en gestion de projet, planification, suivi et évaluation, finances, relations internationales, sciences sociales, communication ou dans un domaine apparenté.

Gender Specialist Needed(Filled)

Twende Mbele and the Department of Planning Monitoring & Evaluation are searching for a short-term consultant to assist with  writing a guideline for commissioning and managing gender responsive evaluations. Additionally, the consultant will be required to assist with the team reviewing the National Evaluation Policy, and to write guidance on how to ensure gender mainstreaming is incorporated into an updated policy document.


  • Professional degrees and post-graduate qualifications in governance, evaluation, gender and development studies or other relevant fields
  • Be familiar with planning (policy and programme cycle).
  • At least 8 years substantive experience and expertise in the areas of gender, policy and evaluation systems
  • Strong strategic and analytical skills
  • Demonstrated capacity to establish and maintain excellent relationships with key partners, especially in distance-working relationships
  • Strong interpersonal communication and presentation skills.

Looking for a Postdoctoral Research Fellow-Monitoring & Evaluations(Filled)

CLEAR AA and Twende Mbele are offering an exciting opportunity for a postgraduate PHD student in their last year of study or a recent graduate to join a multi-disciplinary team in undertaking various research work in the field of monitoring and evaluation. The Post-Doctoral (M&E) Research Fellowship is designed to support the emergence of scholarship by stimulating M&E related research particularly in governance and public policy making. The successful candidate will be expected to play a critical role in advancing and helping carry out some of the research involved in the CLEAR AA and Twende Mbele research agendas, as well as supervising graduate students. The centre is inviting applications from scholars with outstanding capabilities who are interested in the field of monitoring and evaluation with a desire for an academic experience in research. It is expected that the incumbent will take up the position as a full time fellow for one year (renewal-based on performance and progress).
