CLEAR-AA holds the DfID contract on behalf of the Twende Mbele programme. CLEAR-AA plays three roles:
- A strategic partner, represented on the management committee;
- A contracted role as programme manager;
- As an implementation partner; many of the activities budgeted for in the work plan are either led by CLEAR-AA or implemented in conjunction with another country partner.
The Twende Mbele Programme Manager is the primary link between all partners, the management committee and CLEAR operational staff. The Programme Manager sits at CLEAR-AA.
The Twende Mbele Management Committee consists of two representatives from each core country partner, as well as representatives from CLEAR-AA and the African Development Bank. It endorses a quarterly action plan, and ensures the day to day guidance to the work of the country coordinators. The Management Committee sets the strategic direction for the programme, and are responsible for implementing a significant number of deliverables.
Twende Mbele Country Coordinators support in-country implementation of Twende Mbele activities. They are responsible for their programme work to the lead person on the management committee from that country. They provide monthly reporting on in-country activities, and are responsible for local event organising, communication, and coordination.
